The Louisiana Environmental Action Network (LEAN) is a community not-for-profit organization founded in 1986. LEAN aims to resolve unique environmental challenges present to Louisiana. LEAN promotes and fosters a relationship between individual citizens, corporations, and government organizations. Beginning from their formation of individual and community transformation, LEAN is now providing services to help communities in a variety of approaches. Through successful efforts of continually providing services and tools for individuals and communities to educate, empower, advocate, and support community members of Louisiana, LEAN transformed legislation within the American Environmental Movement.

Through a literature review, this research will address the significant events which sparked the transformative process that resulted in efforts by LEAN to change legislation. First, I will provide a historical analysis of environmental injustice within Louisiana and how LEAN was potent during the process of legislation related to the control of pollution. Secondly, I will diverge into the individual transformative process, which removes the barrier to the participant and contributes mainly towards the development of LEAN. As a result of community members, lawyers, and all workers and members from the Baton Rouge community sharing stories, the LEAN formed. I will cover how community and later institutional transformation for LEANs polluting control through the government contributed to the rich tapestry of the American environmental movement. Additionally, this research will also address the impact of a community forming into a collective power and how it has an impact on Mossville. Lastly, this research will conclude with collective power and removing quiescence as instrumental to sustainability in America through the acknowledgment of the irreversible effects of industrial pollution and lack of environmental justice. ​​
